Circular migration: the way forward in global policy?

Circular migration is also being advocated as a potential solution (at least in part) to a number of challenges surrounding contemporary migration. What are policy-makers suggesting, why now, and what should we bear in mind if circular migration is indeed to be the way forward in global policy?
